Ernest P. Kline (b. 1929) was a State Senator from the 47th District (1965-1971), Democratic Floor Leader from 1967-1969, Ex-officio delegate to the State Constitutional Convention of 1968, and Lieutenant Governor of Pennsylvania (1971-1979) under Milton T. Shapp. Born in Allentown, Lehigh County, Kline grew up in Westmoreland County where he attended elementary school in Webster and graduated from Rostraver Township High School. A former news broadcaster for radio station WBVP in Beaver Falls, Kline was elected in 1955 to the Beaver Falls City Council and later served as a member of the Beaver Falls Municipal Authority and as a Workmen's Compensation referee during the last two years of Governor Lawrence's administration. In 1964, Kline was elected to the State Senate and thirty-three months later became Democratic Floor Leader. He held this position of leadership in the Senate until his election as Lieutenant Governor.

This collection consists chiefly of correspondence and general files covering Kline's tenures as Senator, Lieutenant Governor and State Constitutional Convention delegate. Material in the collection documents the Lieutenant Governor's activities as chairman of the Bicentennial Commission of Pennsylvania (1971-1978), the Board of Pardons (1971-1978); and the Governor's Energy Council (1973-1978). Also included are the files of Lieutenant Governor Kline's administrative assistants Roy Hansard (1975-1977) and Sue Cameron (1972-1977).
