The records were donated by Robin Winston, Executive Director of the Commonwealth Association of Students (CAS) in 1980. CAS was founded in 1973 by students from Pennsylvania state schools (East Stroudsburg State College, Millersville State College, Bloomsburg State College, etc.) as a student lobbying organization. Its goals were to combat rising costs and budget cutbacks in the Pennsylvania college and state university system and to promote quality education. In 1983, the State System Board of Governors eliminated the tuition form dues checkoff system that funded CAS, and consequently CAS ceased functioning in 1986.

The collection includes administrative files and minutes. Administrative Files include the constitution and bylaws, 1974; correspondence, 1975, 1976; monthly budget reports, 1975-1977; various materials relating to senate and house bills and legislation; and posters (5 oversized), among others. Alsp present are minutes for the Board of Coordinators, 1974-1976; Board of Minority Representatives, 1976, 1977; Board of State College and University Student Government Presidents, 1976, 1977; Coalition for the Student Vote, 1976; Executive Board of CAS, 1975-1979; the CAS Legislative Body, 1976, 1977; and other related CAS committees.
