Milton Berkes served as Special Assistant for Human Services for Governor Milton Shapp from 1975 to 1978 and was especially concerned with matters relating to drug and alcohol abuse. Born in Philadelphia on September 29, 1924, Berkes graduated from Temple University with a B.S. in 1949, and an M.Ed. in 1953 and served in United States Army in the Philippines and Japan, 1943-1946. A Chairman of the Bucks County Democratic Committee, Berkes served as a Democratic State House Representative from Bucks County, 1967-1973; authored Acts 63 and 64 (Pennsylvania Basic Drug Laws), and was Deputy Secretary of Heath in 1975.

The collection consists of administrative correspondence, memoranda, and reports covering Berkes's period of state service, 1967-1978, and most relate to his interest in legislation to curb drug and alcohol abuse. Also included are approximately three cubic feet of transcripts of various House committee hearings, 1969-1972.
