Richard I. Krodel's father was William Nauman Krodel (1889-1966), who was a bookkeeper and owned a hosiery mill in New Cumberland, Pennsylvania through the early years of the Great Depression. While still a resident of Pennsylvania, William Krodel came in to the posession of a small collection of Pennsylvania state government records. The precise circumstances leading to his custody of the collection is not clear; however, it is believed William Krodel may have been an employee of the state, at which time he salvaged the documents from a fire.

The collection consists mostly of Pennsylvania state government documents with significant portions orginating from the Department of State and Department of the Auditor General. Records from the Treasury Department, Proprietary Government, and Office of the Comptroller General are also present.
