Indian Deeds
The Pennsylvania and Delaware Indian deeds and treaties for the period 1629-1756 have been published in Early American Indian Documents: Treaties and Laws, Pennsylvania and Delaware Treaties, 1629-1756 edited by Alden T. Vaughan and Donald H. Kent (Volumes I and II, Washington, D.C., 1979, 1984). The boundaries of the Indian grants dating 1682-1684 are illustrated on page 159 of William Penn and the Founding of Pennsylvania, 1680-1684, A Documentary History, edited by Jean Soderland (Philadelphia: 1983). The boundaries of subsequent Indian grants are shown superimposed on the "Genealogical Map of the Counties" in Pennsylvania Land Records, A History and Guide for Research by Donna Bingham Munger (Wilmington: 1991).
The early Pennsylvania charters and laws have been published in Charter to William Penn, and Laws of the Province of Pennsylvania passed Between the Years 1682 and 1700, Preceded by Duke of York's Laws in Force from the Year 1676 to the Year 1682, edited by Staughton George, Benjamin M. Nead, and Thomas McCamant (Harrisburg: 1879). A more recently edited version of most of the documents is available in William Penn and the Founding of Pennsylvania, 1680-1684, A Documentary History, edited by Jean Soderland (Philadelphia: 1983).
The early constitutions of Pennsylvania have been published in American Charters, Constitutions and Organic Laws of the States, Territories and Colonies Now or Heretofore Forming the United States of America, 1492-1908, compiled and edited by Francis Newton Thorpe, Volume 5 (Washington, D.C.: 1909). A record of Pennsylvaniia's constitutions and their amendments since 1838 were published by the Commonwealth in A Manual of Legislative Practices compiled by Joel B. Sutherland (Philadelphia: 1838) and in the relevant annual editions of Smull's Legislative Handbook, 1867-1922 and The Pennsylvania Manual, 1923-present.

Primarily petitions for clemency addressed to the President of the Supreme Executive
Council, the Governor, or the Board of Pardons and pardon proclamations issued
by the Governor, but also remissions of forfeitures, extracts of pardons and
remissions, copies of death warrants, court transcripts, newspaper notices,
and related trial records. Information found varies with each dossier and time
period. While for some cases only the name of the person seeking clemency, a
description of the nature of the offense, and the sentence or fine imposed is
provided, others may give the person's occupation and particulars about his
or her personal life and family. Information given in the pardon proclamations
is the name of the person pardoned, the name of the court where convicted, a
description of the crime, the name of the presiding judge, sentence imposed,
name of the institution where incarcerated, the grounds upon which a pardon
was sought, the names of those who supported the petition, and the date the
pardon was granted. In a few instances, photographs of the prisoners are also
present.

Executive correspondence of the Governors of Pennsylvania maintained by the
Secretary of the Commonwealth. Subject matter is wide ranging and covers all
aspects of official gubernatorial activity. The microfilm covers the periods
1790-1799 and 1861-1866. Although wartime Governor Andrew Curtin's personal
papers were destroyed, several hundred letters of his administration survive
in this collection. Most letters, both incoming and outgoing, focus on military
matters. Correspondents include Simon Cameron, Edwin Stanton, and Abraham Lincoln.

unascribed group of volumes known as "Unidentified Indexes". It is
the descriptive staff's best estimate that this series pertains to RG-2, the
Records of the Auditor General. However, due to the close relationship and related
provenance of records of other early financial officials, it is conceivable
that they may instead pertain to records of the Comptroller General (RG-4),
Register General (RG-24), State Treasurer (RG-28) or Secretary of the Commonwealth

Indian deed entries give the date, the names of the Indian grantors, a description

attesting that whey were present at the signing. Also present is a transcript
of a document concerning laying out the Mason-Dixon Line and several maps. All

in command. The monthly inspection returns for the detachments of Pennsylvania
State Troopers under the command of Captain Ebenezer Denny at Fort Le Boeuf
give the numbers of each type of commissioned officers, non-commissioned officers,
and privates present and absent on the Artillery, Allegheny, Washington, and
Westmoreland detachments. Also present is a 1794 payroll for the Presque Isle
Detachment giving the name of each soldier, their rank, date service commenced,

gender, race, and place of birth; the father's name and occupation; the mother's
maiden name; name and residence of the physician or other person signing the
birth certificate; date of the certificate; date and county where registered;
and the signature of the deputy register. Marriage registers give the date and
place of the marriage, the type of ceremony, name and residence of the person
performing the ceremony, the date of registration, the names and races of the
couple, the names of their parents, and the occupation, residence, and birthplace

German Pioneers: A Publication of the Original Lists of Arrivals in the Port
of Philadelphia from 1727 to 1808 by Ralph Beaver Strassburger and William
John Hinke (Norristown, 1934).
Official records of
the arrival of foreign passengers at the port of Philadelphia that were required
to be kept by captains of ships importing strangers into the province beginning
in 1727. Originally, the captains were intended by the Provincial Council to
record the names, occupations, and places of residence of all such passengers.
Most of the so-called "A Lists," however, give the names of adult
male passengers only, though twenty-five captains also recorded the names of
women, and children. Three captains gave the names of both men and women while
omitting children and sixty-four captains also provided the ages of passengers,
though this information was not required. The "B Lists" consist of
the signatures required of the passengers to the oath of allegiance to the British
Crown and a declaration of fidelity to the proprietor of the province. These
were supposed to include the names of all adult male passengers but actually
contain only the names of adult male passengers who were well enough on the
day of the signing to appear at the courthouse. After 1739, the Clerk of Council
signed the names of absent passengers. The "C Lists" contain the signatures
of passengers who signed the Declaration of Fidelity and Abjuration that was
required by the Act of May 10, 1729. This Act required all male passengers who
were at least sixteen years of age to, within forty-eight hours after their
arrival, take both an oath of allegiance that acknowledged the supremacy of
the King and an oath of abjuration of the authority of the Pope. The abjuration
declared "impious and heretical that wicked Doctrine and Position that
Princes Excommunicated or deprived by the Pope, or any Authority of the See
of Rome, may be deposed or murthered (sic) by their Subjects . . . (and) that
no Foreign Prince, Person, Prelate, State or Potentate hath, or ought to have,
any Power, Jurisdiction, Superiority, Preeminence or Authority, Ecclesiastical
or Spiritual, within the Realm of Great Britain or Dominions thereunto belonging."
Information usually given on all of the lists is the names of the adult male
passengers, date of arrival, port of embarkation, and the name of the vessel
and its captain. Under the Act passed by the General Assembly on April 8, 1785
for registering German passengers who arrived at the Port of Philadelphia, only
a single list giving the names of passengers was required to be handed over
by each ship captain to a health officer. With the aid of an interpreter, the
health officer was to determine the physical and mental condition of each passenger
and report this information to the Register of German Passengers. Beginning
in the 1790s, however, the occupation and nativity of passengers may also be
found on many lists and from 1805 a physical description of the passenger sometimes
appears. The lists dating before the American Revolution only contain the names
of passengers from the continent (primarily German, Dutch, Swiss and French),
and do not include British subjects whose status remained unchanged by their
removal from one part of the King's dominion to another. These lists have been
published in their entirety in Pennsylvania German Pioneers: A Publication
of the Original Lists of Arrivals in the Port of Philadelphia from 1727 to 1808
by Ralph Beaver Strassburger and William John Hinke (Norristown, 1934).
Volume 3 of this three-volume set contains a surname index and Volume 2 contains
facsimiles of all of the signatures appearing on the original B and C Lists.

The
Bureau of Commissions, Elections, and Legislation is responsible for issuing
commissions to all state appointed and elected officials, maintaining election
returns, and recording and filing legislation enacted by the General Assembly.
The commissions are for elected positions including judges of the various courts,
certain county officers, and district justices. Commissions for appointed officials
cover departmental officers, trustees of state hospitals, state board members,
commissioners of deeds, police officers, and officers appointed by the Governor
to fill vacancies in elective offices for a fixed term.
The Bureau compiles and publishes the returns of general elections, and prescribes
the forms of nomination petitions and papers, campaign expense reporting forms,
and all other forms of records required by the Pennsylvania Election Code. It
also certifies voting machines, electronic voting systems and the county boards
of elections who are responsible for conducting primaries and general elections.
Its authority covers the elections of President and Vice President of the United
States, presidential electors, United State Senators, Representatives in Congress,
all state Senators and Representatives in the General Assembly, judges of all
courts of records, delegates and alternate delegates, and members of state committees.
It also determines the sufficiency of nomination petitions, certificates and
papers of candidates for the above offices, issues certificates of election
to successful candidates, and prescribes the form and wording of constitutional
amendments submitted to the electors of the state at large. In addition to recording
legislation enacted by the General Assembly, the Bureau prepares bond issues
certified under the Great Seal to be sent through the Office of the Budget to
the Treasury Department.

and spent during state election campaigns. Also present are reports documenting

on the DSEB 502 forms is status of filer (candidate, committee, individual,
or lobbyist), name and address of candidate, office sought, election district,
zip code, telephone number, and type of report. The types of reports included
are those required to be filed the sixth Tuesday before election date, second

amended report, and termination report. The reports also provide a summary of

Unpublished private Acts that were never promulgated under the provisions of
Act No. 348 to Increase the Revenues and Diminish the Legislative Expenses of
the Commonwealth enacted on April 16, 1845 (P.L. 532). This law concerned the
chartering of banks, incorporation or re-chartering of iron, coal, manufacturing,
canal, or railroad companies, the erection of new counties, the extending of
corporate charters, divorce of matrimony, and laws affecting private estates
or allowing changes of names. Under its provisions, no such law could be enrolled,
published or have effect of law until a specified fee was paid to the Commonwealth.

The Commission of Charitable
Organizations is responsible for registering and regulating the more than ten
thousand charities in the Commonwealth under the Solicitation of Funds for Charitable
Purposes Act. The Act requires organizations soliciting for charitable purposes
to register with the Commonwealth, disclose their financial reports and to document
their donations and that the donations were used for the purpose intended. The
Bureau works in cooperation with the Attorney General's Office's Bureau of Consumer
Protection on enforcement procedures.

Registration forms and supporting documentation submitted under the provisions
of the Solicitation Act of May 13, 1925 (P.L. 644), and as amended by Solicitation
of Charitable Funds Act (P.L. 628) passed August 9, 1963. Supporting documentation
contains official registration statements and copies of IRS 9904 forms and reviewed
or audited financial statements. Information includes name and address of the
organization, date of application, date of certificate, name of individual submitting
information, the main purpose of the organization, and how funds were used.
Also included are any requests for acknowledgment of exemptions of exclusions
that are approved or denied.
The Corporation Bureau
monitors and maintains records on both profit and non-profit corporations and
on ancillary transactions relating to such corporations. This includes amendment
or restatement of articles of incorporation, merger or consolidation, division
of a corporation, change in principal office, change in share structure, increase
or decrease in capital stock, conversion of stock, dissolution or reorganization
of a corporation, and change in corporate officers. All such changes must be
filed with the Department of State. The Corporation Bureau is also the central
filing agency for secured transactions under the Uniform Commercial Code and
registration of trademarks. The Corporation Bureau maintains an online
database of information both current and historic about entities incorporated
in Pennsylvania, including dates of incorporation.

This series consists of microfilm copies of original articles of incorporation
filed with the Secretary of the Commonwealth. While the original microfilm negatives
are stored at the Pennsylvania State Archives, the research copies are available
at the Department of State. To view these records, contact the Department of
State at Office 308 in the North Office Building. To request copies of articles
of incorporation by mail, you may write to the Department of State, Corporation

The copies kept at the Pennsylvania State Archives are restricted, but may be
consulted if the State Department copies prove illegible. The Search Room finding
aid provides an alphabetical breakdown of the contents of each roll by subject.
Also present in the finding aid folder is an index prepared in 1945 under the
direction of Secretary of Internal Affairs William S. Livengood of early charters
(ca. 1700-1870) recorded in Record Group 17,
the Records of the Land Office. This index gives the name of the entity
chartered, the date chartered, and the patent book, commission book, or letter
of attorney book where recorded. A record of the names and dates of incorporation
for early corporations chartered by the General Assembly has been published
as A Digest of Titles of Corporations Chartered by the Legislature of
Pennsylvania Between the Year 1700 and 1873 Inclusive, Giving Dates of Acts
