In June 1996, under Act 58 (P.L. 403), the Department of Commerce (RG-31) and the Department of Community Affairs (RG-34) were abolished and their functions merged to form the Department of Community and Economic Development (DCED). The Department's mission is to foster opportunities for businesses and communities to succeed and thrive in a global economy, thereby enabling Pennsylvanians to achieve a superior quality of life. This mission is accomplished by administering business and community assistance and revitalization programs; providing efficient infrastructure; increasing job opportunities, fostering sustainable businesses; restoring and enhancing the environment; enhancing recreational and heritage resources; expanding housing opportunities; and administering technological and international business development programs.
