A native of Harrisburg, William Kepner Sowers (b. 1906) graduated from The Pennsylvania State College in 1926, was Commissioned 2nd Lieutenant in the United States Air Reserve in 1927, and was assigned to the Civilian Conservation Corps from 1933 to 1937. He served in the United States Air Force from 1942 to 1947, rising to the rank of Lieutenant Colonel. Stationed at Olmsted Air Force Base, he completed his last tour of duty in 1951-1952 during the Korean War and continued at Olmsted as a civilian worker until 1957.

The collection deals mainly with Sowers' career as an Army, and later an Air Force, reservist and his service in the Civilian Conservation Corps and at Middletown Air Material Area at the Olmsted Air Base. Included in the collection are official files for the Civilian Conservation Corps, 1933-1940; a scrapbook, 1933-1935; newsclippings, 1936; photographs, 1933; and newspapers, Nov. 1935-May 1936, December 1937. There are also official files for Olmsted, 1943-1957; material relating to Sower's work at the base from 1943-1957; photographs covering entertainment events, 1949-1956; and copies of the base newspaper Wings over Olmsted, 1942-1958.
