Ivan Itkin was born March 29, 1936 in New York City, the son of Abraham A. and Eda Kreger Itkin. He graduated from the Polytechnic Institute of Brooklyn with a Bachelors degree in Chemical Engineering in 1956, from New York University with a Masters in Nuclear Engineering in 1957, and earned a Ph.D. in mathematics from the University of Pittsburgh in 1964. He subsequently was employed as a nuclear scientist and applied mathematician. He was elected to the Pennsylvania State House of Representatives from the 23rd District of Allegheny County in 1972 where he served continuously until 1998. He was elected Majority Whip in 1990 and 1991, Majority Leader in 1992, Democratic Whip in 1994, and appointed Speaker Pro Tempore in the 1987-1988 session. Ivan Itkin unsuccessfully ran for Governor of Pennsylvania against Tom Ridge in 1998. He was subsequently appointed Director of the Office of Civilian Radioactive Waste Management in the U.S. Department of Energy under President Bill Clinton in 1999. The Papers include press transcripts of both his legislative and gubernatorial campaign speeches, press releases, a press packet for the gubernatorial campaign, letters to the editor, copies of news articles, candidate questionaires, and both technical and legislative materials relating to the Building Energy Conservation Act (House Bill 80).
