Records of the DEPARTMENT OF LABOR AND INDUSTRY


The Department of Labor and Industry was created on June 2, 1913 (P.L. 396) as an outgrowth of the Office of Factory Inspector, which was created in 1889 (P.L. 243) to administer safety inspections of industrial plants in Pennsylvania, and was later expanded into the Department of Factory Inspection in 1905. The new Department of Labor and Industry was charged with enforcing the laws relating to the health, welfare and safety of employees. It was headed by a Commissioner of Labor and Industry, a post that was changed to Secretary of Labor and Industry by amendments to the Administrative Code of 1929.

The Department serves the labor and industrial needs of the Commonwealth by promoting the health, welfare, and safety of employees; rehabilitates workers with disabilities; and stabilizes the income of employees who become unemployed through no fault of their own or who are victims of certain occupational diseases or work-related injuries. It also promotes a business friendly environment in Pennsylvania by strengthening economic development and job creation by improving cooperation between labor and management, promoting apprenticeship and job training programs and assisting displaced workers with retraining and job placement.
