Records of the MILK MARKETING BOARD

The Pennsylvania Milk Control Commission was created by Act No. 105 approved April 28, 1937 to replace a temporary milk control law that was passed in 1934. The Milk Control Law of 1937 gave the Commission broad powers to regulate and supervise the milk industry for the health and welfare of the people of the Commonwealth. The purposes of the legislation were to stabilize the marketing of fluid milk and fluid cream, to eliminate destructive and demoralizing trade practices that undermined sanitary regulations, to prevent disturbances in the milk industry which threatened to destroy or seriously impair the supply of fluid milk, to encourage faster and more intelligent production and marketing of milk, and to eliminate speculation, waste, improper marketing and improper accounting for milk purchased from producers. Act No. 294 of July 31, 1968 changed the name of the Commission to that of the Milk Marketing Board and the Milk Producers' and Cooperative Security Funds Act No. 104 of July 10, 1980 further broadened its scope. The Board is responsible for supervising and regulating the milk industry in the Commonwealth, including the production, processing, storage, disposal, transportation, distribution, and sale of milk and milk products in order to protect public health and welfare. The Board also provides security for farmers by licensing milk dealers and bonding those dealers for milk purchased from Pennsylvania farmers.
