Records of the PUBLIC SCHOOL EMPLOYEES' RETIREMENT SYSTEM




The Pennsylvania Public School Employees' Retirement System (PSERS) was created in 1917 (PL 1043) and commenced operation on July 1, 1919. A seven member Board, consisting of the State Superintendent of Public Instruction, the State Treasurer, one member appointed by the Governor, three members elected by member school employees, and one selected by the other six Board members was instituted to administer the Retirement System. Prior to the establishment of a statewide system, there were local teacher retirement systems in thirteen school districts.

During the period 1919-1975, the Retirement System operated within the Department of Public Instruction, which was renamed the Department of Education in 1969. In 1975 (PL 298), the PSERS became an independent State agency. At that time the Board membership was increased to eleven members to include three ex-officio members, the Secretary of Education, the State Treasurer, and the Executive Secretary of the Pennsylvania School Boards Association; three members to be elected by the active professional members of the System; one member to be elected by annuitants; one member to be selected by the active non-professional members of the system; and one member to be elected by the members of the Pennsylvania public school boards. In 1991, the voting membership of the Board was further increased to include four legislators - two senators and two representatives.

The Public School Employees' Retirement System operates a retirement program for public school employees. The Public School Employees' Retirement Board with the advice of the Attorney General and the Actuary, adopts and promulgates rules and regulations for the uniform administration of the System. The Board is responsible for the approval of the financial investments of the Retirement Fund, and prepares and publishes an annual financial statement showing the condition of the Retirement Fund.
