The Pennsylvania Housing Finance Agency (PHFA) is both a public corporation and governmental office created in 1972 by the General Assembly to finance the development of multifamily rental housing for elderly citizens, families of low and moderate income, and people with special needs.
PHFA's funding comes from a variety of sources including the sale of its own securities to private investors throughout the United States, program fees and funds that may be passed through from the state or federal governments. Agency expenses are paid from fee and investment income, and part of the investment earnings are used to subsidize housing programs. The governing board consists of the State Treasurer, the Secretaries of Banking, Community and Economic Development, and Public Welfare, and others from the General Assembly and private citizenry.
