9" x 9" black and white aerial photographs of the Turnpike. No indexes exist for the images, with the information present on or with them varying from job to job. Most of the photographs include the date they were taken, along with a numerical identifier of some sort. Roll numbers, line numbers, job numbers, specific image numbers, bridge numbers (only on the 1990 images) and scale data are present on the prints. Views taken during the 1950s depict the Turnpike and its extensions before, during, and after construction work, while the ones from the 1960s and 1990s are mostly not construction-related. See series {#29.4} for negatives of related aerial views. Also, consult the following series described below for aerial images relative to the construction of the various Turnpike extensions: {#29.93}, {#29.97}, {#29.106}, and {#29.107}.

Copies of administrative and procedural forms used by employees of the Pennsylvania Turnpike. The documents provide the structural and organization point of view of the Commission's day-to-day workings. Many of the materials are clerical in nature, such as bookkeeping pages and telephone message slips. Other types of sheets include purchase orders, patron claim reports, certificates of passage, engineering employees weekly time report, recommendations for reclassification and/or salary change, traveling expense vouchers, and stock requisitions.

3.5" x 5" color photographic prints, pertaining to bridges on the Turnpike. The majority of the photographs depict bridges or roadways that are either damaged or deteriorating. Notations on the back of the images, written in pen or marker, include: bridge number, descriptive information, mile post number, photograph number, and roll number. The specific date and particular county when and where certain rolls of film were taken are also noted on some of the photographs.

Subjects for the photographs include: Governor John S. Fine signing Senate Bill 305 (Act #74) approving the extension of the Turnpike to the Delaware River, a luncheon celebrating the groundbreaking ceremonies on November 20, 1952, construction images, etc.

During his tenure, beginning in 1949, he held the following positions: statistician, expediter, Assistant Director of Finance, Comptroller, Director of Operations, and Executive Director. Topics covered reflect the history of various events during Summers' career, such as the construction of the Allegheny Mountain Tunnel. Materials in the files include booklets, photographs, news clippings, Christmas cards, speeches, meeting minutes, correspondence, and system replacement surveys.

One box of files pertains to the 1971 Turnpike Investigating Committee, chaired by Representative James J. Manderino of Monessen. It was charged by House Resolution #84 to "review the problems and costs involved in operating the Pennsylvania Turnpike." Correspondence and background materials relative to the investigation are included.

35mm color transparencies, on 2" x 2" mounts, as well as a few 2" x 2" negatives, are included. Collected from various sources, the slides are either grouped by topic or for an early collection of slides they are in original order and stored in boxes. The Early Turnpike Survey & Construction images consist of black and white transparencies, which seem to date from 1939 to the early 1940s and most likely depict the original, Western Extension and Philadelphia Extension sections of the Turnpike and its surrounding features. These slides show images of properties and roads some of which are marked with the turnpike symbol for the control line showing the planned path of the turnpike. Some images from this group also show completed turnpike sections and entrance ramps. Other subjects depict: Turnpike Administration Building, bridges, construction progress views, Delaware Valley River Bridge construction and opening day events, interchanges, Northeastern Extension, road conditions, road signage and reflector upgrades, scenic turnpike views, tunnel operating systems, and turnpike speed patrol.

Series consists of 169 reels primarily of 16mm motion picture films, additional formats include 35mm and 8mm and super 8mm. Film elements include: sound and silent, black and white and color, and soundtracks. Lengths range from 25 to 1000 feet. The majority were filmed by Gene Visconti and produced by the Pennsylvania Turnpike Commission. Production company information is included on the holdings listing. Films are a mix of raw footage and final edits. Subjects include: roadway preparation and paving, bridge and tunnel construction, groundbreaking and opening day ceremonies, Eastern Extension groundbreaking, Laurel Hill Bypass groundbreaking, opening of Western Extension, historic and promotional documentaries, commercials featuring the safety elements of the turnpike, and roadway improvement projects. Newsprint and glossy clippings of articles organized to create a record of Pennsylvania Turnpike issues. The large books, one labeled "Scrapbook," average 12"x 16" in size and contain taped or pasted clippings. Newspaper names and dates of articles appear on most of the clippings or on small pieces of paper attached to the articles. The clippings are from various papers: The Patriot News, The Pittsburgh Press, The Erie Dispatch, The Latrobe Bulletin, The Democrat, The Intelligencer, and others. Article examples are: "How Safe is the Pennsylvania Pike;" "Pike Snow - Fighting Equipment." "Use of Turnpike up 16.6% in 1950 Commission States," and "Turnpike Hypnotism." Frequently documented topics include: crashes, statistics, conditions, general changes, tolls, traffic, signs, fires, DUI, lobbyists, truck drivers, jobs, speed changes; construction work proposed and news; and reactions to extensions into New Jersey and Ohio.

Newspaper articles, faxes, photocopies, glossy clippings, and magazines, which are set up as a record concerned with noteworthy topics of the Pennsylvania Turnpike. The 1990 clippings are organized in a series of 122 folders, structured to include information about specific topics. Most articles have a small tag with the date and newspaper on it, or the information is noted on the actual article. Other articles have a fax date, or a cut-and-pasted date and newspaper name, or include the heading of the page. This service was provided by Mutual Press Clipping Service Inc. Newspapers include: The Times Herald, The Daily Intelligencer, North Penn Reporter, and The Philadelphia Inquirer. Examples of the 1990 folders are: "Toll Plaza Bids;" "Bridge Project;" and "Memorabilia Fair."

News clippings containing information about Pennsylvania Turnpike issues important for their historical value. This series is made up of news clipping folders, arranged in rough alphabetical order from S to Y. Articles cover service center issues; speed limit debates; traffic advisories; and toll and money issues. The news clippings highlight events from 1990 and were kept to document the newsworthy events of the Pennsylvania Turnpike.

Article examples are: "Governor Casey breaks ground for expressway project; "Cars pile up on Pike;" and "State to release road studies." Frequent topics are: construction, accidents, fires, spills, studies, services, turnpike rest stops, improvements, commission news, law issues, tolls, traffic delays, holiday travel, police, public support, employment, Mon-Fayette Expressway, call boxes, lighting, detours, speeding; tunnels and bridges; and Governor Casey and politics.

Organized by media type. VHS tapes are organized chronologically by date of interview. Release and oral questionnaire files are organized alphabetically by the surname of the participant.

Interviews chronicling personal histories of workers who labored on and for the Turnpike. This project captures stories and experiences from the earliest days of the roadway and its agencies. Boxes 1, 2, and 4 contain audio tapes, video tapes, and a DVD copy capturing the interviews, while Box 3 contains interview releases and questionnaires. In addition, many of these files include personal materials from each interviewee, such as news clippings, notes, original sheet music, certificates of appreciation, Pennsylvania Turnpike Commission publications, and metal plaques. The box also contains two project files with schedules of interviews, contact information for the interviewees, correspondence, copies of the questions and releases, certificates of appreciation, project notes, postcards denoting the contents of each video tape, and one floppy disk.

A prior appointment to view these materials must be made at least 24 hours in advance in order to set up special equipment.

Computer printouts of reports concerning Turnpike traffic. The data record the number of vehicles on the road at any given time, but also serve to break down the distance each vehicle traveled by noting at which interchange the car entered and also exited. The files are organized by year, and then by interchange number for vehicles either entering or exiting the Turnpike. Information on the printouts includes: interchange numbers (both for entry and exit), total vehicles, and a breakdown of the number of vehicles by class (numbers 1-9). Included with the reports are printout sheets for requisition accounts for the years 1963 and 1964, which contain data similar to the Accounts Receivable Ledgers in series {#29.108}.

Outage logs for toll recorders. Daily reports concerning malfunctions with toll recorder machinery built by the IBM Corporation. Each report contains the following information: district numbers, date of outage, exit name and number, lane number, code number, collector key number reporting the malfunction, time reported, operator, telephone number of technician problem was reported to, time reported, date repaired, number of technician who repaired the machine, and time repaired.

These gatherings cover the logistical aspects of the Turnpike, for example setting up a payment plan for an improvement project. These particular papers were the commissioners' working copies during the meetings, therefore they include personal notes. Contents of the files vary; for instance, during L.R. Martin's tenure as executive director there are activity reports among the files, while minutes of the executive sessions originate from James B. Wilson's time at the Commission. Approving hardhats, accepting engineering designs, improving interchanges, payments and budget schedules, expense regulation, and maintenance requests are a few of the topics covered.

Generally, each meeting file contains a copy of the minutes, sometimes annotated as approved by the Commission at a subsequent meeting. In addition, there is a copy of the agenda for the meeting. Agenda items include: roll call and executive director’s report; minutes of prior meeting to be read and approved; financial statements; communications; requisitions, purchase orders and personnel; unfinished business; and new business. Documentation for each agenda item for discussion and approval is available for each meeting. Files also include blueprints, requisitions, purchase orders and invoices. Early Commission meetings took place in the office of the Secretary of Highways. Minutes were prepared by the Secretary, Secretary Treasurer, or Assistant Secretary Treasurer of the Commission.

The Bypass constitutes a section of Pennsylvania Route 66, stretching 13 miles north from the Turnpike's New Stanton Exit to U.S. Route 22 in Westmoreland County. Legislation authorizing the project was passed in September 1985, with construction beginning on August 15, 1990 and culminating with the opening of the full stretch of road on December 9, 1993. The images are divided into highway sections, with each photograph containing a sticker on its reverse side describing the image in detail. Data such as the section number, date, contractor, location of the photographer, and description of the image is included.

Black and white 8"x10" photographs depicting construction work at the Turnpike's Blue Mountain, Kittatinny Mountain, and Tuscarora Mountain Tunnels. By the late 1950s, traffic congestion at these single-lane tubes became a major problem. Backlogs of up to five miles were not uncommon, as two lanes of vehicles had to merge to one in order to pass through each tunnel. Work commenced in April 1966 to bore a second, parallel passage through each mountain, thus ensuring two-way traffic and alleviating the backlogs. On November 26, 1968, the brand new tunnels were opened to the public. Once the new tunnels were finished, major renovations were started on the original tubes. These were completed at Tuscarora Mountain in October 1970 and at Blue and Kittatinny Mountains in March 1971. The images in this series chronicle the work done to complete these new tunnels and refurbish the old ones. The photographs include dates and locations, along with some visually stunning views of interior tunneling work.

Original drawings executed in the field relating to rights-of-way and grading of the Original Section of the Turnpike and its subsequent extensions. The majority are rendered in pencil or pen on sheets of engineering graph paper, and measure on average 32" x 38 1/4". Headings for either the Department of Transportation or the Pennsylvania Turnpike Commission are printed on the tops of the various pages. Most drawings are grouped in sets, with each set pertaining to a specific location along the Turnpike's route. Data varies from sheet to sheet, and may include: final book number, county, district number, contract number, section number, route number, drawing number, and general descriptive information. Drawings are primarily cross sections with some construction plan and profile drawings. Numbered black and white 8"x10" oblique aerial photographs depict the construction of the Delaware River Extension. The project, comprising a thirty-three mile stretch of highway from the Valley Forge Interchange to the Delaware River, was authorized by legislation signed May 23, 1951. Groundbreaking took place on November 20, 1952 and work completed November 17, 1954. The photographs are grouped chronologically by the date they were taken with each having a specific identification number. The images depict the Extension during its various phases of construction with surface features such as mileposts, municipal boundaries, railroads, roads, and watercourses noted on many of the images. Note: paper notations on the photographs were glued on to the image, in some cases they are no longer attached.

Funding for the span was approved May 23, 1951, with construction commencing June 22, 1954, and the bridge opening to traffic on May 23, 1956. After the the project was completed, the Pennsylvania Turnpike now extended across the entire length of the Commonwealth, stretching from the Ohio border to New Jersey. Arranged by month, the images depict the clearing of the right-of-way, construction of the bridge piers and supports, erection of the spans, as well as the completed roadway and toll booths. The photographs contain captions stating the contract number, date, image number, and a description of the view on the print.

Notebooks executed in the field for the construction of the Turnpike. Arranged by construction contract number, the volumes chronicle the planning and construction of the Original Section, as well as many of the later extensions. Each field book is individually numbered, containing a wide variety of information such as diagrams, engineering measurements and data, notes, sketches, and weather conditions. The majority of the books come with an index card bearing the following information specific to each volume: county, division number, district number, dates, road section number, contract number, note taker, as well as a description of the book's contents. For example, the description of Book 262 in Box 163 reads: "Preliminary Alignment & Topo. Notes sta. 0+00 to 60+00 (29A); Tie in Control Points near sta. 29+00 (29A); Stream location in sta. 58+00 (29A)." Many of the microfilm rolls contain the Resident Engineer's Sketchbooks tracking progress of work in the field on contracts primarily focusing on structures, bridges, and calculations.

Black and white 8"x10" photographs showing construction of the Laurel Hill Bypass. The 3.1 mile project built a new roadway over Laurel Hill and around the Turnpike's westernmost tunnel, deeming the 4,541 foot-long tube obsolete. Groundbreaking occurred on September 6, 1962, with the new stretch of roadway opening on October 30, 1964. Featuring a broad median strip and a third, low speed truck climbing lane in each direction, the Bypass also raised the highest elevation on the Turnpike from the previous 2,200 feet in the Laurel Hill Tunnel to 2,603 feet. The date, as well as the contract number, is present on all images, with the road station number and other descriptive data given on a few of the photographs. A number of the images dating from 1962 and early 1963 were apparently water damaged, as their image quality is not as good as the remainder of the prints.

Color 8"x10" photographs showing construction progress at the second Lehigh Tunnel. As with previous tunnel expansion projects undertaken in the 1960s, traffic congestion had become a major problem at the single-lane tube. Groundbreaking on the new tunnel, paralleling its 1950s-era predecessor on the Northeastern Extension, was held on Valentine's Day 1989. On all previous Turnpike tunnel improvements the conventional method of blasting, excavation, and then erection of a steel superstructure, was used to hammer through the Commonwealth's ridges. For the Lehigh Tunnel, a new method was used for the first time on a highway project in the United States. Known as the New Austrian Tunnel Method (NATM), it had been used in Europe since the 1950s. After each blasting of rock, the tunnel's roof and walls were stabilized with a concrete mixture called "shotcrete," sprayed directly onto the newly-channeled wall, setting instantly, and thus making a steel superstructure unnecessary. The new 4,380-foot tube opened to traffic on November 22, 1991. The images include both interior and exterior views of the tunneling work, with each image containing the following data: contract number, contractor, date, designer, station number, location, and image number.

The largest interchange on the Turnpike system, it connects Interstate 276, Interstate 476, West Germantown Pike and Plymouth Road. Begun on December 19, 1989, the $70 million was completed on December 15, 1992. The images are general construction scenes, with each being assigned a specific identification number. Captions on the photographs include the following data: contract number, contractor, date, photo identification number, and a brief descriptive statement.

Numbered black and white 8"x10" aerial photographs chronicling construction of the Northeastern Extension. Funding was approved for the project on September 27, 1951, with construction commencing on March 25, 1954 and the road opening to traffic on November 7, 1957. Running for 110 miles from the east-west Turnpike to Scranton, this was the last of the major system extensions - new mileage would not be added to the roadway until the six miles of the James J. Mandarino Highway (Turnpike 43) were opened in October 1990. The images are all taken from the air, and depict the clearing of the right-of-way as well as the construction of bridges, interchanges, roadway, etc. All prints are assigned a unique identification number, with surface features such as mileposts, municipal boundaries, railroads, road numbers, and watercourses noted on a majority of the images.

The proposed road mirrored present-day Interstate 90, running across Erie County from the Ohio state line to connect with the New York Thruway at the New York border. The first report covers the civil engineering aspects of the highway, including a general description of the project, drainage issues, interchanges, estimated construction costs, etc. The second consists of a traffic and earnings report, covering many of the same issues as the civil engineering report, but also including a full traffic analysis of the proposed project, a recommended toll schedule, and revenue estimates.

Ground for the Carlisle to Valley Forge extension was broken on September 28, 1948, with the road opening to traffic on November 20, 1950. Bid lists, bid prices, estimated toll revenues, financial reports of the Construction Division, and general financial data relative to the Extension are all subjects covered in the files, which also contain a map of the Extension, as well as a program to its Preview and Dedication Dinner held at the Penn-Harris Hotel in Harrisburg on October 23, 1950.

Black and white 8"x10" photographs showing construction progress for the Ray's Hill Tunnel and Sideling Hill Tunnel bypass project. As with the Turnpike's other tunnels, by the late 1950s, traffic congestion at Ray's Hill and Sideling Hill became a problem. But instead of boring parallel tubes through the mountains, as was ultimately done at the Allegheny, Blue, Kittatinny, Lehigh, and Tuscarora tunnels, a 1961 engineering report determined that the best way to restore uninterrupted traffic flow was to build a 13.5-mile bypass over the hills. Contracts were awarded beginning in July 1966, with the new road opening to traffic on November 26, 1968. The project eliminated the Turnpike's longest tunnel (Sideling Hill at 6,782 feet), and its shortest (Ray's Hill at 3,532 feet); replaced the old Cove Valley Plaza with a new Sideling Hill Plaza that serviced both the east and westbound lanes; kept the grade at a manageable three percent; used a wider median strip; and added a third, truck-climbing lane on each end. Aerial and ground views are included, with dates provided for each group of images.

The bulk of the records are meeting notes, handouts, budget drafts, correspondence copies, photographs, emails and notes from the offices of Allen Baldwin and Joseph McCool, who worked in the Turnpike's Communications and Public Relations section during the 1990s and 2000s. South Pennsylvania Railroad

The South Pennsylvania Railroad was the brainchild of Colonel Charles L. Schlatter, prompted by his Survey of 1839-1840 for an efficient rail route from Harrisburg to Pittsburgh. The route of the South Pennsylvania Railroad would have cost an estimated $11,107,000 or more. The South Penn was first known as "The Duncannon, Landisburg and Broad Top Railroad", incorporated by an act of the General Assembly of Pennsylvania on May 5, 1854. Between 1854 and 1883 very little work was done and the charter for Schlatter's "Southern Route" was barely kept alive. In 1883 William H. Vanderbilt took over control of the construction of the South Pennsylvania Railroad. By 1885 J.P. Morgan convinced Vanderbilt to hand over the completed portions of the South Pennsylvania Railroad to the Pennsylvania Railroad Company in order to ease the tensions between the Pennsylvania Railroad and the New York Central Railroad. After numerous court proceedings for shareholding rights, the rights-of-way for the South Penn were split between the Southern Pennsylvania Railway and Mining Company and the Fulton, Bedford, and Somerset Railroad Company. As a result, construction of the South Penn was never followed through. In 1937 the Pennsylvania Turnpike Commission was established, and by October of that same year many of the old right-of-way gradings and abandoned tunnels were transferred over to the newly established commission. These old routes would see construction and become incorporated into the Pennsylvania Turnpike, which was opened in 1940. The new highway ran from Middlesex to Irwin (21 miles east of Pittsburgh).

Information in each account includes the date of the account (month and year), the number of the division and subdivision, the section number, and the names of the contracting company and division engineer. A listing of the force account costs includes the costs of explosives, wear and tear, fuel and transportation, and materials. A monthly calendar is provided detailing the breakdown of labor costs for the month. This is done by listing the occupation name (e.g. foreman), number of employees of that job title per day, and costs per day for that job (daily wage cost). The total labor and item costs for the month is also given, along with the total number of individuals employed in a particular job title during the course of the month.

While some of the books have notations from a previous numbering structure, due to their degradation the numbering system has been lost. Also, a number of volume covers are very worn, making identification impossible. Various sketches, maps, and diagrams showing the route lines for the South Pennsylvania Railroad. The bulk of the sketches are focused in their concentration, usually narrowing in on the route of a specific rail line, single or double tracking, or on a tunnel. Most of the drawings were completed during the planning and surveying stage of the construction of the railroad, although the collection does contain a few that were done during the construction phase (revision maps/ progress reports).

The papers contain many day-to-day decisions and actions regarding logistical, financial, and personnel matters. While the majority of the file is correspondence, several account papers, payrolls, and supply lists also comprise the series.

Various incoming and outgoing mail of Theophilus E. Sickles, from the Office of the American Construction Company. Sickles was hired by the South Pennsylvania in September 1884 as an engineering consultant. An experienced railroad engineer, Sickles died in early 1885 after inhaling poisonous gasses in a tunnel blast. The subjects covered focus primarily on expenditures and costs for construction and supplies, concerns over the piers for the Susquehanna Bridge, and construction of tunnels for the railroad.
